New service Discharge list live
The new service
Discharge list will be available from the end of July. Shipping lines and cargo handling agents focusing on containers can use this service to easily generate electronic discharge lists and send these on to the container terminals using the Internet. Terminals can consequently operate more efficiently and thus improve their service levels.
Another major advantage of the new service is that container information already submitted to the Port Community System earlier for customs purposes through Cargo declaration EDI or Cargo declaration Internet can be reused to compile the discharge lists. The service Discharge list in addition constitutes the basis for proper feedback from the terminal to shipping lines/cargo handling agents about the actual number of discharged containers (too few/many). This takes place through the Port infolink service Discharge confirmation report.


Easy submission of loading lists
No discharge list without a loading list. Through the new service
Loading list, Port infolink therefore offers customers in the container sector the option to electronically submit loading lists as well. They can do this via EDI or, very easily, by sending Excel documents through the Internet. Regarding the latter, Port infolink takes care of the conversion to the EDI format required by the container terminal. It simply couldn’t be any easier. 


New infrastructure Port Community System
In the weekend of the 7th and 8th of June, the Port Community System was successfully switched over to a new IT infrastructure. With this, Port infolink is anticipating the constantly growing number of services. The new infrastructure of the Port Community System offers a higher speed, more stability and increased availability, an even slighter chance of disruptions, a better protection against calamities and extra tight security which is in conformity with both current and future developments.

To make the transition from the old to the new IT infrastructure possible, the Port Community System was off-line for a weekend. This was extensively communicated to all customers beforehand and where necessary special arrangements were made. On Sunday the 8th of June, 18.00 hours, all participants were able to log on again and smoothly work in the new environment.

Port infolink has commissioned the development of a snazzy screensaver which depicts the working of the Port Community System. The screensaver is a must-have for all customers and relations.

First service for Customs
Port infolink has introduced the new service Discrepancy list. It is the first service in which Customs actively reuses data from the Port Community System. Per shipping line/cargo handling agent, the new service offers Customs insight into any discrepancies between the containers that are actually discharged from a sea-going vessel and the discharge list (‘overlanded’ / ‘shortlanded’). Customs is consequently able to actively monitor how the shipping lines/cargo handling agents administratively deal with the ‘excess’ containers which are discharged. To prevent logistical delays, it is important that this administrative handling is done accurately and on time. After all, containers for which no brief declarations have been submitted are not allowed to leave the terminal. The input for the service Discrepancy list comes from the service

Kick-off Discharge information for bulk sector in September
From September, the service
Discharge information will offer the liquid bulk sector a practical and easily accessible solution for all the communications surrounding the discharging of sea-going vessels. For this occasion, Port infolink will stage a huge information session after the summer holiday to inform all the (potential) participants about the advantages of the service. The invitations for this market introduction will soon be sent by mail to all the companies active in the liquid bulk sector.


Challenge Export Control System dynamically picked up
On the first of July 2009 at the latest, the business community must be in compliance with the requirements flowing forth from the new Export Control System (ECS) of Customs. Since the introduction of the ECS was first communicated in 2006, there has been a lot of deliberation between the companies involved and Customs. Fleshing out the ECS process is a complex challenge. At the start of this year, Port infolink therefore took the initiative for the development of a port-wide solution. Together with Customs, a first proposal for a fully comprehensive service was presented to shipping lines, cargo handling agents, forwarders, exporters and terminals. The reactions were highly enthusiastic.

At present, about 30 companies are already working together with Port infolink in a number of project groups to exactly define the outlines of the required ECS services. To meet the deadline of the 1st of July 2009, the functionalities of the new service (which messages etc) must be clear by the end of September. In the meantime, Port infolink has also already staged a separate meeting with software suppliers. After all, they are the ones who have to incorporate the offered solutions in the systems of their customers.

The development of the ECS service constitutes a major challenge. Or, as one of the participants attending the presentation on the 18th of April put it: “If it wasn’t so complicated, we would have already solved it a long, long time ago.” In order to meet the (Customs) deadline of the 1st of July 2009, Port infolink needs the cooperation and input of all parties involved.



Under development: service Notification domproc
Together with a project group comprising members of the business community, Port infolink is developing the new service
Notification domproc. By reusing information which is already present in the Port Community System, forwarders and bonded warehouse keepers can easily notify Customs that cargo coming in from overseas will be put into storage. In this way, participants can efficiently comply with their customs requirements. Expectations are that Notification domproc will be available to the market at the end of 2008.

In the first half of July, Port infolink hooked up the last remaining participants to the new services
Notification waste disposal, Notification dangerous goods and Statement harbor dues. From now on, all the shipping lines and cargo handling agents in the Rotterdam port can fully process their vessel notifications via the Port Community System. The Port of Rotterdam Authority will therefore discontinue Web Jonas. 634 employees of 114 different companies will from now on all use the three new Port infolink services.


Road planning supports ‘truck appointments’
This month saw the release of a new version of the service Road planning. Compared to the previous version, the main improvement is the support of a truck appointment system at the container terminals. In Rotterdam, APM Terminals is preparing such a system at the Maasvlakte. After the summer, the company will commence a pilot with phase 1 of this project: the pre-notification of containers by road transporters via Road planning, including a preferred handling time. Based on this, the transporters are allocated an access code by APM Terminals. In phase 2 (2009), a time slot during which the driver will be expected at the terminal will also be linked to this. By using fixed time slots, a fast and efficient handling is always possible.


New versions Rail planning and Barge planning on the horizon
The development of new versions of the services Rail planning and Barge planning is steadily progressing. Both new versions are widely supported by the market. Almost all the major players in the fields of inland shipping and/or rail transport are represented in project groups. The user options will also be substantially expanded. Because of this, the new versions of Barge planning and Rail planning will offer an important contribution to the efficient handling of the growing cargo volumes moved by inland shipping and rail in the Rotterdam port. The market introduction of both new versions has been scheduled for the end of 2008/early 2009.


Service User management makes administration easy
With the new service User management, customers can easily keep their user administration of the Port Community System up-to-date. Via the service, they can chance the general information of the own organization, add, change or remove users and also add or change user groups. Companies no longer need to send ‘paper’ change forms to Port infolink. For all parties, this means considerably less administrative hassle. Of course, the service User management is secured in such a manner that only a designated person within a company (the administrator) can implement changes.
