Price policy

Customers of Port infolink pay a financial contribution for their usage of the Port Community System. This own contribution only applies to those services that offer demonstrable added value. In relation to the benefits of electronic data exchange, the costs involved are relatively limited.
Services that are predominantly of strategic importance to the port are financed from the general revenues of the Port of Rotterdam Authority, Port infolink’s shareholder.


Overview of the services
The own contribution applies to participants in the following services:
  • Cargo declaration EDI
  • Cargo declaration Internet
  • Cargo declaration status report¹ 
  • Discharge confirmation report¹  
  • Notification bonded warehouse¹ 
  • Customs scan process 
  • Veterinary cargo declaration 
  • Veterinary cargo declaration EDI 
  • Discharge list
  • Loading list (no additional costs when used in combination with Discharge list) 
  • Cargo information
  • Discharge information 
  • Transit declaration
  • Transport order  
  • Barge planning  (just sea terminals) 
  • Rail planning (just rail terminals) 
  • Road planning Internet  (just sea terminals and depots) 
  • Road planning EDI (just sea terminals and depots)               

¹ The own contribution for these services will be incorporated in Cargo declaration EDI and/or Cargo declaration Internet.

The following services that are of strategic importance to the port are financed from the general revenues of the Port of Rotterdam Authority: 

  • Vessel notification
  • Notification dangerous goods
  • Notification waste disposal
  • Statement harbor dues 
  • Veterinary inspection process
  • Barge planning (transporters’ share)
  • Rail planning (transporters’ share)
  • Road planning Internet (transporters’ share) 
  • Road planning EDI (transporters’ share)
  • Discrepancy list 

Usage in other ports
Some of the Port infolink services can also be used in other Dutch ports. A surcharge applies to this.

Cost structure
The starting point of the own contributions from the business communityis cost recovery: Port infolink does not have a profit motive. For each service, customers have a choice from two subscriptions: 
  • Port infolink Basic Plus: a fixed monthly fee plus a payment per transaction; 
  • Port infolink Basic: just a – higher – payment per transaction. This kind of subscription is especially interesting for customers who do not make use of Port infolink’s services that often.          

Combined, the own contributions cover a part of the costs for the development, maintenance and management of the Port Community System, including the services. The Port of Rotterdam Authority covers the remaining costs. 

Invoicing
Invoicing occurs on a monthly basis. For the payment of the transaction costs, Port infolink will beforehand provide each customer with an estimate of the number of transactions that is as realistic as possible. Once a year, the invoice will be settled based on the actual number of transactions (comparable to the invoicing method used by power companies).
