Port Community System

The Port Community System enables all the links within the port of Rotterdam’s logistics chain to efficiently exchange information with one another. The Port Community System (basically) comprises three parts: 

  • Information and communication services;
  • A platform that contains all the facilities that are commonly used for all the services;
  • A central database where all the information that is exchanged through Port infolink by the customers (companies and government bodies) comes together.        
Within the platform itself, a distinction is made between three kinds of tools: 

  • Domain tools that are specifically geared to the port, such as, for example, reference tables containing vessel names. All the Port infolink services make use of these tools;
  • Generic tools with general basic functions – such as security, authorization, management and ‘logging’ – that make sure the various services of Port infolink (continue) to run properly;
  • Implementation tools that provide the cornerstones for the realization of new services.



Working
All the services of Port infolink are hooked up to the platform. One service comprises various service processes. These processes describe the desired exchange of messages and interaction between various parties. The messages in question are to and from systems (‘system messages’) and between people (‘notifications’). The platform ensures that the processes run smoothly (in conformity with the established rules). The central database allows for the optimum reuse of data.

Advantages of the Port Community System
The layout that was chosen for the Port Community System offers many advantages. Most tangible to the customers is the possibility to reuse data. Companies only need to enter data once. The next time they use a service, any data that has already been submitted earlier will automatically appear in the screen. This allows companies to work faster and more accurately. Moreover, the platform ensures that parties are able to communicate with one another through various channels. Customers in addition no longer need to develop and maintain a multitude of bilateral connections themselves. The entire exchange of data within the port of Rotterdam runs through one central point. From there, it is further distributed (hub & spoke architecture).

Requirements for participation
For the Port infolink services that are web-based, all you need is a PC with access to the Internet (Internet Explorer version 6.0 or up). For many services, companies can also opt for an interface with their in-house system (EDI). The starting point for this is the international UN/EDIFACT standard. Port infolink’s interface specialists offer companies support in the realization of the link-up.

ICT suppliers
To guarantee an optimum level of service, Port infolink works together with renowned ICT suppliers. They provide both 
Port infolink and its customers with various products and services.


Security first
To Port infolink, the security of the Port Community System is a top priority. Data must never end up in the wrong hands. Following risk analyses, a thorough range of measures has therefore been implemented:

  • Development and implementation of an own policy for data security; 
  • Regular training of employees in data security;
  • Thorough periodic evaluation by a renowned ICT security company into potential security risks in the ICT infrastructure and software of the Port Community System;
  • Designing the Port Community System in such a manner that any unexpected disruptions to the computer equipment do not negatively impact the rendering of services;
  • Adequate physical security and access control for all the locations of Port infolink.    

Message specifications
Customers that opt for a system link-up can view and download the message specifications of various services on a secure part of this website. Port infolink has committed itself to the international standard for the sending of messages. An overview of message specifications that are currently available (including sample messages):
